I think the standard procedure is to prohibit them from internet use for a prolonged period of time. Can't even use it for college papers, need to use books.

People who do things like this, intentionally, should know they'll have to deal with the consequences, not just be let out with zero punishment just because they didn't commit murder. Digital attacks aren't done by accident, they're carried out with intention and planning.
