I loved how plausible the book was, if that makes any sense. He took a creepy, 90's horror premise and wrapped so much place and detail and culturally hamstrung character

You're willfully neglecting the fact that electoral votes also include, by default, a minimum of 3 based on the 2 senate seats alloted to each state and minimum 1 delegate from the house. No census is going to fix that buddy.
