The guy didn’t want him to not report it, he just wanted to him to hide the title and say something to the effect of “New Nintendo Game Leaked”.

The removal of nudity doesn’t fit with anything in your localization definition. Nudity isn’t a joke that doesn’t make sense in America/Europe. Nudity is recognized all across the world. And I’m pretty sure nudity isn’t “taboo” enough to warrant removing, these games are not marketed towards Christians.
Localization is when you translate a game to a different language, censorship is when you censor something based on moral beliefs.
By this logic, there is no excuse for not having dragons in this movie, since it’s fiction.
