There is an answer to that. If you don't like other manufacturers sticking their own version on it you vote with your wallet and go for a phone that has stock ICS on it. He isnt wrong, voice actions is by pannous, voice search by google however 'voice actions' thats mentioned in the description of voice search is only available in the US. So outside the US two separate apps, no voice actions by google.
