He cannot go literally everywhere else. Many countries have extradition agreements with the US and just because Switzerland refused to extradite him some years back, doesn’t mean other countries wouldn’t be happy to oblige.

I believe Polanski wants this settled so that he can travel to other countries without the risk of being arrested and extradited to the US as almost happened several years back when he was in Switzerland. His daughter, for example, lives in the UK and he is unable to travel to visit her there.

The judge was aware and all parties had agreed to the deal, but when the press published pictures of Polanski enjoying himself at a party and the story was beginning to get more attention, he indicated that he was going to void the deal and possibly impose a long jail sentence.

Polanski has apologized to his victim privately and publicly.
