Generally teams pay for a police escort to the stadium to ensure traffic doesn’t interfere with the gameday routine. I would imagine that this would be during the same time frame, and the officers would still be paid by the team.
It made me sad to realize that the one white guy on the stadium, Peter Norman, was an Australian (seen the picture dozens of times, never noticed the kangaroo badge), and very supportive of John Carlos and Tommie Smith.

That’s top notch crowd logistics right there. Multiple incidents outside with possibly more developing. The safest place those people could have been was inside that stadium. If you let them all out, not only could it lead to panic and stampedes, but possibly a coordinated attack is awaiting them outside.
I still have to tip my hat to my former home state of Nevada, which said “Sure, it’s legal, just register with the gambling commission and you’re golden.” That’s some good governin’ right there.
