Well, if they wanted it to be its own thing, why base the Gollum character model off the movies' Gollum and why get a voice actor that sounds just like Andy Serkis. Mike, I am not sure I can agree with you on this. The contest was not about the person, but about Pokemon taking on the White House. From the entries I have seen, almost no one went in a direction to attack the person, honestly, most seemed to attack the building or the resident(s) present and past.
