The BOS aren’t interested in building anything though. following the quest-line and their radient quests you’re tasked with killing mutants and raiders and bullying farmers into giving them supplies.

Minutemen. If you follow their questline down the road completely, generally you’re left off with possibly the best chance at rebuilding the Commonwealth, honestly if not for the institute’s meddling and unclear end game plans there would be a small country on par with the NCR.
