How about a lack of a law concerning headlight brightness? There’s a minimum, but, and I realize I’m preaching to the choir here, there seems to be no limit to how bright headlights can be.

And if we make the FMVSS compatible with the rest of the world, then the 25-year cutoff would soon be but a memory.

Eh... sure. In the current market, this is a nice price, but christ I kind of hate that. This feels like it should be around $3k cheaper.
