It’s on the DVD; there’s a mysterious figure on a nearby rooftop when Blade exits Frost’s building. The plan was to use Morbius in Blade 2, but that got scuttled for some reason; you can see the bones of it in the final movie, with Nomak being a genetically altered vampire who may not be completely bad.

I think some of the novels tried to handwave the disconnect as the Eugenics Wars being similar to the Cold War or a low-intensity conflict? There's a reference that Archer's (great?) grandfather being a veteran of the Eugenics Wars, too, which could push it a little later than the 90s.

Depends how the ratings are. The hints will drop in the first season finale and the second season will be the kids investigating and discovering he is alive, but we’ll never actually see Batman as anything more than a silhouette.
