I used to work in construction and worked on a lot of federal projects (incuding with the Army Corps). Here is my opinion, admittedly based on outdated experience, but I can’t imagine much has changed in less than a decade.
He wants it build by election day? Everyone knows he’s crazy, but that is one of the more far out things I’ve heard him say. They won’t even have time to build the roads to get to the construction site in 15 months.
And he wants the wall painted black, which is perfect! It will make the Day-Glo, anti-Trump graffiti really pop.
I actually want to see him try this. Crazy Cliven Bundy’s militia were willing to have a prolonged armed standoff with the government over their illegal cattle grazing practices.
