I totally disagree with you. I thought Skyward Sword was a big step up from Twilight Princess, in the gameplay, story and art style specifically. I loved that it gave us the origin story to this mythology, and I also loved that it was also a small, personal story with better-developed characters than ever before.

If you think about it, it was the lack of towns that hurt Skyward Sword. Because they didn't spend enough time world building, the game didn't have that same feeling of life that other titles had. There were no interesting races to meet or NPCs to get to know outside of the small Skyloft.
