1. IP addresses are irrelevant. Dynamic IP addresses, proxies, simply changing an IP address etc. bypasses it easily. If someone can be bothered to constantly create accounts to post this garbage, they'll probably bypass any IP ban.

Riot is pretty good about that stuff. Unless something changed, I remember Phreak only playing music on his stream that he has cleared with the artists. So he'd only stream stuff that the creators were ok with having streamed, which is pretty cool.
