There is no way that the bridge part of the project got this far without someone with authority approving it. There are so many aspects to this, like budget, financing, construction plans, interruption to use of the bridge, etc. there are probably even permits required to put up “construction ahead” warnings on either…
Still not Bezos’ fault. Its either the city’s fault for denying what they originally approved or Oceanco’s fault for not moving the project if it couldn’t pass the bridge due to scope creep.
