He either got down on the ground because the police told him to or he was physically forced to the ground by an officer. The end of the video doesn’t show an officer on him, forcing him to the ground; it shows him right by the car, placing the gun on the ground, and then it shows him laying on the ground further away.

There was no where for the car to go, there may have been space for him to run which is why the good samaritan had his gun drawn. If he were stuck inside his car I doubt that would have happened. To be fair, he might have tried to push his way through.
