That was true in the 70s and 80s; they tended to call him a “hybrid”. However in the early X-Men comics both Magneto and Xavier assumed he was a mutant and tried to recruit him; in recent years they’ve canonically made him a mutant as he was born with abilities that neither humans or Atlanteans possess.

They’ve definitely revealed 3 and strongly suggested a 4th. Two of those are definitely dead now, but yeah, slim chances all around.
Don’t forget the same production team is also working on Supergirl, so that’s actually 5 shows they’ll be working on even if they decide not to do crossovers.
