No, that is not viable. They would need to be at least like 40 marshals to be of any help. During races there are about 500 marshals trackside! Recently BMW commemorated Nürburgring marshaling history, and gifted 1000 marshals a prize.
Why would anyone forget to turn the app on if it’s a part of the required things on the ring and it’s a part of the checklist?
I doubt it would be hard to implement as a phone-only system (as long as they make the cell phone network better or actually might have to set up a wifi network for it because of so many foreigners and still in this day and age some manage to not get cell data for when they travel...).
