Not one single example suggested so far of a good album to come out in 1981 is the best album that an artist has to offer. Iron Maiden had better albums than Killers, Rollings Stones had way better albums than Tattoo You, U2 had better albums than October, Elvis Costello had better albums than Trust, etc.
I agree with Dierdre's opinion of Yoko being overrated, but I find Wolfman's defense of Yoko to be a better argument. Deuce!
I also disagreed with 1981 as the best year of music (and I had the same thought as you about weak, weaker, and bad) but is there really a way to objectively do the best year of music ever? That sounds ridiculous. I prefer seeing an individual pick a subjective favorite and defend it—even if I might disagree.
