also, this isnt happening to all programs, jsut some of them
it happens with my browser and notepad but not my media player or my download manager

it seems to happen with about 75% or more of my programs

i have TV as my second screen. when i move items over to it, they get magnified greatly and stay that way until i move them back to my primary screen.
