Obviously minstrelsy had a big impact on American culture, but to say that "most of America's musical culture was founded" on it is absurd. Minstrel shows didn't exist until the mid-nineteenth century; most folk songs have roots going back hundreds of years before that.
No, they aren't, and Oh Susanna! isn't even really a folk song. It was one of the dozens of minstrel songs written by Stephen Foster. And most minstrel songs don't actually have much, if any, racial content in their lyrics—the racism came from the context in which they were performed.
