Most African-Americans are descendants of slaves and obviously have no way of knowing exactly what their ethnicities are. Because this is self-reported data, it's apparent that the number of African-Americans who do identify with a particular African ethnicity is not enough to make up a majority in any American county.
This is where the information comes from. (Honestly, it seems weird to me that there's only room for two or maybe three ethnicities—I would have thought most white Americans with American-born parents had a greater mix than that. I wouldn't have the faintest clue how to fill that out.)
