I am fairly certain that to get certified for release on either XBO or PS4, publishers have to commit to a simultaneous digital release. So I don’t think it can be physical only for XBO.
Didn’t something similar happen with Banner Saga (oddly enough, also a tactical RPG). They Kickstarted for a single player game, did a multiplayer release first, and took flak for it. They managed to make a good game in the end, though.
