You should read the report. They address just why these particular prisons in this state are this violent. 

Don’t forget that large private corporations make money off their incarceration, so prisons need bodies! That’s incentive, right there.

I’m not surprised. People like Miller and Bannon could never get elected on their own, so they find easily pliable, ego-driven old guys who can win elections and viola! Their evil plans come to fruition as long as they can keep the doddering old fools alive. 

Or they have a very good reason of their own to not want blatant government corruption and coverup to come to light.
