But if you only have x amount of dollars for payroll and the wage is doubled, you only employ half as many people.

The mother's utter stupidity and irresponsibility got herself killed, rendered her children motherless, and put the burden of killing his mother on a 2 year old who will have to live with that his entire life.
If she was going to carry, she should have carried on-body with a proper concealed holster, and with kids, it should have been a retention holster like what police officers use.
