This isn't new. Far Cry 4 did the same thing. No one really noticed though, they only made a big deal about God Rays. FC4 on PS4 at launch was close to high on PC.

Developers can now nerf graphics post-launch.

One thing I love is how the skins change the voice sometimes, as well. I bought Specter Illidan and it gives his voice a sort of robotic, radio static-y quality. His banter is absolutely my favorite though.
