No, it’s not clear. Nicotine vapes have not been eliminated as a cause- they can be and are counterfeited just like the THC vapes. In fact, one of the subpoenaed companies that sells vitamin E acetate to add to vape cartridges sells a cartridge designed to fit a Juul.
