15-20% tip is THE standard for sit-down restaurants, and it’s based on the assumption that employees are making the minimum tipping wage ($2.13/hr), which itself is based on that standard tip percentage. There’s no legal definition, just a standard expectation. If you aren’t following that, shame on you.
