There are lots and lots of treatments that can cause horrific birth defects. Either way, it is not the medical provider’s place to get a signed pledge of abstinence from the patient as part of treatment (if that is indeed what happened, which was what I was trying to get from OP).

I don’t know for sure, but it looks an awful lot like psoriasis, an autoimmune disorder (i.e. non-infectious) that affects the skin. About 2-3% of the adult population in the US has it, including some famous people such as Kim Kardashian.
