Not totally disagreeing with you, but since prostitutes were (or conceived to be) his primary victims, it was not that big a stretch for anyone, let alone in law enforcement. So far as I know, though, he was not in any way assigned to the case.
I wouldn’t say Sutcliffe was caught “by chance”, but by an alert constable who noticed his license plates didn’t match, and that he matched some of the descriptions. Regular police officers are also part of the team; something that even the detectives can forget.

Possibly, but not necessarily. The twenty percent I assume includes the elderly. People don’t think of them as disabled because old age is “natural” (like diseases and accidents are unnatural), but that doesn’t help you when you want to use a doorknob, or get up a flight of stairs.
