You are probably thinking about 4 wheelers, but I’m assuming they mean more like a dune buggy or go-kart, if it has off road tires it is considered an All Terrain Vehicle. That would make more sense given the mention of safety netting- 4 wheelers don’t have that.

I didn’t see anything that indicated she wasn’t wearing a helmet, and don’t see how a helmet would help in this particular accident. She was being supervised by her parents, using safety features that unfortunately were counterproductive in this particular accident.
