Not having a permanent address closes a lot of doors, “a year or two of rent” is pretty major.
The main difficulty with getting yourself out of being homeless is having an address, having clean clothes, and being able to shower and groom yourself. $10k would give someone the chance to do all three for the 3-6 months it would take to find a new job. Most homeless are not chronic so.
