...agreed. If someone is breaking the rules that have been agreed upon then they should be punished. But ultimately, if the rules aren’t being enforced then either work with the right authority to get them to be enforced, or leave if you’re in actual danger.

Not really. If you’re miserable enough to leave, then you will, whether you have another job lined up or not. This also begs the question, why aren’t you saving for a rainy day? Sounds like, in general, this type of person isn’t responsible, to begin with.
