In Federation Rules states it is illegal. Texas uses NCAA rules with a few UIL exceptions.

Still a penalty, they can accept the illegal batting/kicking penalty at the spot with a loss of down. Same result. The only thing he could have done is fall on it in the end zone for a safety.
