For now you cannot buy weapon crates with real money, you have to earn them in game. Only people who bought the season pass, or super deluxe versions, got some free crates at the start.

For those on the fence, RoI has 5 story quests, TTK had 7. This also has 20 side quests, a raid, 200+ new/updated gear, a few new exotics, an arena, 3 new strikes, new pvp maps, and its $10 cheaper than TTK. TTK was more of an expansion, RoI is more of a proper dlc like the 1st 2 shoulda been.
