OK look at it like this. They had to spend development time to upgrade the original game to take advantage of PS5 capabilities. That time isn’t cheap, they are asking you to pay $20 for the time spent developing the upgraded game.

Who would pay that for a 1 TB NVMe 4.0 SSD? Pretty much anyone that wants to buy one, because that is about the going rate for it. I’m pretty sure that’s the spec PS5 requires as well.

You didn’t have to buy the upgrade if you had Donkey Kong 64 (which came with it) and came out 6 months prior.

They still require drives that operate to the exact same spec. You can’t use just any old SSD in the PS5. The only difference is the XBox has convenient enclosures around theirs that are plug and play.
