looks like vector to me, shading looks like bitmap software but those shapes are clearly vector built using cutting and re-pasting techniques.

vector based drawing , you take any shapes you want and build almost anything from different cut outs you make from them, you stretch and pull until you get what you want and then smooth it over with line bending tools
