I remember in the 80s my mom using lead additives she would buy at the auto parts shop, for our 1965 plymouth belvedere that was our daily driver. By now I assume most people have rebuilt the engines of any old car that required leaded, using different valve seats, so those additives are probably rarely bought anymore.

Because nobody has tried to charge them to find out if it will stick. Cops are trained in first aid and cpr. They also carry medical equipment in their cars. It is part of their job description to render aid when needed. Willingly not doing that, especially when it results in the death of someone, is murder.
