Because nobody has tried to charge them to find out if it will stick. Cops are trained in first aid and cpr. They also carry medical equipment in their cars. It is part of their job description to render aid when needed. Willingly not doing that, especially when it results in the death of someone, is murder.

The 7/11 hot dog cookers do get cleaned on a regular basis. But they really dont even need to be very often. They are generally kept on for 24 hours a day, so microbes are not living on the rollers. And the rollers are nonstick, so there isnt caked on food either.
