Taxi drivers do those things too. This is not a unique problem to uber at all. The difference is that uber/lyft are 2 companies, so its really easy to point fingers at them, where as the taxi companies are thousands of different tiny companies.
There is less accountability from taxis. And the regulations are not ones that focus on your safety.

Thats a cheap price for an infrastructure project, and it was completed really quickly too.
