No, it has the cop computer chip. If its only available to law enforcement, then it is the "cop package". Go look at a P71 crown victoria. They dont remove anything except the strobe lights and the badges.

Crack Pipe all day. Get a 09-11 Crown Vic with 10k miles or less for $10k. Yea it doesnt have IDRS, but are you buying a cop car for its handling? Doubt it. Also its a major CP because it does not have any of the electronics you would need for law enforcement. So add another $20k in electronics and lights.
