I wish, but most bike/ped is indirectly constructed through “highway” projects - see complete streets. The “bike/ped” TAP-DA or even STBG-DA funding is peanuts so you tend to get more with a road project. So a lack of funding means that we keep the 1950s-2010 road infrastructure. Here in NC, we are looking at about a 8 BILLION dollar shortfall in the NCDOT budget for STIP programming. It was looking bleak pre-pandemic but the drop in VMT cause it to be worse. Now with a gas-tax holiday, dang, you might not be looking at any improvements/new projects for decades.
