The article doesn't say that "conventional propellant" is necessary for propulsion, just that some kind of propellant is. Ion thrusters, not too shockingly, use charged particles for propellant. Which still presents a problem, because xenon is rare and expensive, and mercury is toxic (and expensive).

The idea that someone would say anything when the engine produces the same thrust while off as on suggests that no one involved was even aware of the possibility of error.
