There’s a difference between not following them out of ignorance or incompetence, or blatantly disregarding them because you are a warship. This is surely the former. In 10 years as a Quartermaster I saw a few close calls. Oftentimes merchant ships are on autopilot with minimal bridge crew and are slow to respond so…

No kidding they misjudged the risk. There was obvious serious incompetence on display. But that doesn’t mean they were disregarding the rules.

How do you know? No ship captain on earth is going to maintain course and speed with another ship CBDR on him. Obviously either a) the two ships didn’t see each other or b) there was a miscommunication about what each was going to do.

Military vessels are not exempt from the ROTR. They do follow them as policy
