No you should not be able to. If you allow people to buy stuff in your country then you have to submit it to a ratings board ERSB for example. For stuff that Sony don't release outside of Japan, why would they spend the money to have it rated? They wouldn't.

It plays CPS1 and CPS2 games, not playstation. Capcom arcade games are CPS games, which stands for Capcom Play System.
