No, I mean the character, Raj, is 33. He would have been 24 when the craft launched, which is more than old enough to have a Ph.D or M.D. Sheldon got his Ph.D when he was 15 , Leonard when he was 24. It was shown in a flashback that he was already working at Caltech in 2003, he's obviously a prodigy.
