I've made many friends in South-East Asian countries who spoke English with Geordie, Brummie or Scouse accents, all depending on where their teachers came from. It's a bit disconcerting at first, but it really brings to the fore the assumptions we make about people based on accent.

I've lived in both Ireland and Wales, and I would say that Wales is a far more bilingual country. The truly bilingual people and people who speak Welsh as a first language tend to be located in coastal regions, but even far inland everyone understands Welsh and most people can carry on a conversation in Welsh.
