I like to look at #7 as a goal more than a warning. Newer cars have it so they can be configured for a certain speed. Set it to 100 mph and you get a nice little reward "ding" any time you hit it. Not on public roads, of course.

Yes. Dunn, Kennedy, Davis, etc were drunk, which is inexcusable. Dean was just a dumb guy treated public roads as a race track. As a race driver, he should have known better.
