AFAIK, GAP is there to keep you from being stuck with the loan, not being able to purchase a replacement. Basically it only has value if you are upside down in the loan. There’s really no point in doing it until their senior year of High School. Before then, you can’t get a CC, so it’s rather pointless. Most kids turn 18 about then though, so it’s the age they can start getting a CC and understanding how it works. It’s when I got my first card and I’m glad I did.

That’s just a normal thing. The “faceless masses” if you will, are there to provide a sense of realism. However, most of the NPC’s you run by you won’t look at twice, and don’t interact with them in any real aspect. No sense in putting all the effort into customizing every NPC when no one will look at the work.
