No reasonable person would consider Hiroshima, a city that contained the military headquarters for the Japanese 2nd General Army, a military target? Where ~25% of those killed were Japanese military personnel?

Hiroshima was a military target, and over 10,000 Japanese soldiers were killed in that bombing. Nagasaki was a major military industrial center, hosting several manufacturing facilities for Mitsubushi.
