Hear Hear! I think it’s more that ToO gives out Esterics like candy. If you don’t do ToO it’s a lot harder to get them. Without esoterics its pretty hard to get to max level. So people are complaining because they see max level essentially being locked behind PVP. (Doing PVP for PVE grinds people’s gears.)
